The numbers of institutions that offer drug rehabilitation services are also growing exponentially. However, the programs followed by the institutions are wide ranging in nature and are not controlled by government or a professional body. Although these institutions claim individual successes, their success rates – especially in regard of adolescents – is highly subjective and suspect. The discipline of educational psychology is uniquely capable of setting objective criteria to which all programs for drug-dependent adolescents should comply. Educational psychology emphasizes two important aspects of human development: The educational and the psychological. Moreover, it gives considerable weight to the adolescent’s participation in her own development. The uncontrolled use of dependence-forming substances by adolescents negatively influences every level of their physical, emotional, cognitive, psychological and social development. To facilitate their growth to responsible adulthood, specialized treatment is required to address specific adolescent developmental tasks and needs. It has become imperative that the programs offered to adolescents in South Africa be analysed and examined critically in order to determine whether they comply with the dictates of a responsible educational-psychological approach. It is against this background that a research study was undertaken to investigate the current position of drug rehabilitation programs for adolescents offered by centres and clinics in South Africa. The aim of this study was to determine and describe educational-psychological criteria to evaluate the suitability of current programs that are offered to drug dependent adolescents in this country. A theoretical framework was developed by an extensive literary research. This framework formed the foundation of an empirical study. The initial stage of the empirical study – the identification of drug rehabilitation centres and clinics that offer in-patient treatment for adolescents – was hampered by the lack of government involvement in the registration and monitoring of such centres and clinics and the programs they offer. No database containing information on drug use, drug misuse and drug dependence, as well as places and methods of rehabilitation, exists. Identified institutions were contacted and requested to participate in this research. Several refused. The centres and clinics that were willing to assist and offered unique programs, were visited. In several instances one centre was visited and described as representative of several centres or clinics that offer programs based on a similar approach. Documentation regarding drug rehabilitation programs were perused. Interviews with adolescents – whose parents had given permission for their participation – and with available parents and staff were recorded and transcribed. The transcriptions were qualitatively analysed. Educational-psychological criteria that address the specific development needs of adolescents were identified. This research found that although some programs address some minor educationalpsychological aspects of the adolescent’s substance problem, not one of the in-patient programs addressed the problem holistically by emphasizing the development and needs of these adolescents. The effect of these programs on the educationalpsychological development of adolescents moving towards responsible adulthood, must be questioned. The educational-psychological criteria – as set out in this research study – should be applied to in-patient drug rehabilitation programs for adolescents in South Africa to increase the quality and success of the said programs. Die ontwerp van die navorsingsprojek is in hoofstuk drie uiteengesit. ‘n Beskrywing van die empiriese ondersoek is voorsien. Die vraelys is bespreek en die verloop van die navorsing kortliks aangeraak. Al die vrae met betrekking tot doeltreffende ouerbetrokkenheid het gelei tot gemiddelde tellings tussen 3,73 en 4,59. Die ontled ing en interpretasie van die empiriese data is in hoofstuk vier bespreek. Hierdie navorsig gee die verskillende persepsies wat laerskoolhoofde oor die aard van wiskunde en die assessering van leerderprestasie in wiskunde het. ‘n Kwantitatiewe navorsingsmetode is gebruik om skoolhoofde se persepsies oor die assessering van leerderprestasie in wiskunde te identifiseer. Tesame hiermee het ‘n literatuuroorsig die raamwerk vir die ondersoek voorsien. Die doel van die navorsing was om die persepsies onderliggend aan skoolhoofde se bestuur van assesseringshandelinge te identifiseer. ‘n Gestruktureerde vraelys is as navorsingsinstrument gebruik. Die sleutelbevindings van hierdie navorsing was dat laerskoolhoofde uiteenlopende persepsies van die aard van wiskunde en die assessering van leerderprestasie in wiskunde het. Hulle persepsies van die aard van wiskunde spruit uit die manier waarop hulleself in wiskunde onderrig is, die manier waarop hulle geassesseer is, en hulle oortuigings en houdings oor wiskunde en assessering. Die volgende sleutelaspekte het uit hulle persepsies van die assessering van leerderprestasie in wiskunde en hulle rol om te verseker dat gehalte onderwys voorsien word, na vore gekom: • ‘n Gebrek aan begrip vir die aard van wiskundige kennis. • ‘n Gebrek aan begrip van die essensie van uitkomsgebaseerde assessering. • Beperkte kennis en begrip van hedendaagse sienings oor die onderrig en leer van wiskunde. One burden too many: public policy making on HIV/AIDS in South Africa, 1982-2004

- Description: D.Litt et Phil. , According to the Joint United Nations Programme on HIV/AIDS, more than 5.3 million South Africans were HIV-positive at the end of 2003; AIDS is killing the population at a rate of around 1,000 people each day; and about 2,000 South Africans are becoming HIV-positive daily. This study is an enquiry into the public policy response to the South African epidemic. Since AIDS first appeared in the country in 1982 there have been numerous good policy documents written by successive South African governments—yet the epidemic shows little sign of abating. The study provides an overview of the main theories on public policy making, and applies these by combining a meso-level of analysis with a phase/stage approach to the policy process. It demonstrates that successive South African governments have defined the policy problem in different ways: moving from a moralistic to a biomedical approach, the most recent public policy response has been to (discursively at least) view the epidemic as a developmental and human rights-based problem. However, despite the drafting of broadly inclusive and well-conceptualised policies, previous as well as the current South African government suffers from a ‘crisis of implementation’. The study finds that this crisis of implementation is the result of a failure on the part of South African governments to consistently and correctly define the public policy problem itself. This has resulted in a contested policy environment, particularly in terms of the appropriate policy responses required. As a consequence, the initial close relationship between the new South African government and AIDS civil society has been badly eroded. The latter policy actor has turned to a strategy of bypassing the national government altogether, by appealing to the courts in an effort to ensure the implementation of AIDS policies. The study concludes that, unless public policy makers address the structural causes of the AIDS epidemic (race relations, sexual violence and cultural factors), the country will continue to suffer the ravages of the epidemic, nullifying some recent successes of lower levels of government (provinces and local governments) in demonstrating some implementation capacity. In 1999 it was estimated that the global electricity generation from coal was about 36% of the total world electricity production (Knapp, 1999:11). With the combustion of coal for electricity generation however, negative environmental impacts occur. These are mainly caused by carbon dioxide, nitrous oxides, sulphur dioxide and particulate matter emissions. With an ever-growing global population, the need and demand for electricity is increasing. These needs and demands need to be addressed in an economically, socially and environmentally acceptable manner. In this study the author examines, analyses and compares the emissions from coalfired power stations in South Africa, Australia, Canada, Germany, India and the United States of America over a chosen period of time (1995-2001). The purpose of this research is to investigate the perceptions of educators teaching at one specialised school, specifically the perceptions of their responsibilities, of the expectations they have as well as the training and support they receive in this educational environment. The literature study describes the changes brought about by the implementation of the inclusive education policy and the effect it has on the educators. A questionnaire was designed to ascertain what the educators perceive. The instrument was tested for reliability and validity. The recommendations were as follows: All educators should become knowledgeable regarding the content of the inclusive education policy in education. The education department is responsible for a training and implementation programme that will empower educators to successfully implement the tasks and responsibilities as required by the policy of inclusive education. If this training and support is not provided, it cannot be expected of educators to be able to successfully handle the implementation of the inclusive education policy or to be positively orientated towards the implementation of this policy. The education department and district offices should play a bigger role in providing the training and necessary support in order for the implementation of inclusion to be successful. The training of all educators and training centres will have to include the accommodation/management of diverse needs of learners in order to meet the requirement of this policy. As all educators will be exposed to more diverse learning needs, the training provided at the training centres will have to emphasise the accommodation/management of diverse learning according to the inclusive education policy. The educators that have specialised training at ‘specialised schools’ can be utilised as consultants to provide support to educators at other schools by working together co-operatively with these educators. The district offices ought to provide a co-ordinator to assist this support group. The perceptions of educators at the specific specialised school with regards to inclusive education are influenced by their own experiences and interpretations of inclusive values and practice. The manner in which educators experience inclusive education will have an influence on the quality of their performance of tasks and their responsibilities towards inclusive education. Therefore, how educators are introduced to and supported in inclusive practices may play a significant part in terms of establishing environments for inclusive education. The role of the education department and district offices are clearly emphasised in this investigation. - Description: Abstract This article employs the decolonial thinking paradigm to dispel the long-held myth that Local Economic Development strategies are universal panacea that can result in the development of all local economies globally. It is opined in this article that the growing literature celebrating the salience of Local Economic Development strategies often downplay how these strategies at times result in the reproduction of economic inequalities. This is primarily so in cities of the Global South which remain weighed down by the burden of colonial and apartheid history. For these repressive systems of governance relegated the colonised to the zones of non-being where opportunities for economic development and self-realisation were deliberately foreclosed. As will be made apparent below, the burden of colonial and apartheid history did not miraculously disappear with the advent of political independence. Instead, the spectre of coloniality – defined as the continuation of economic, socio-spatial and epistemological domination of the hitherto colonised, still looms large. The primary argument advanced here, therefore, is that Local Economic Development strategies implemented in highly socio-spatially fragmented and economically uneven societies can further exacerbate these inequalities. The case of post-apartheid South Africa is used to highlight how Local Economic Development strategies implemented in highly divided societies often reproduce economic and socio-spatial inequalities.

- Description: Abstract: The psychological conceptualisation of the character strength of citizenship as a trait ubiquitous across cultures is examined within the context of a diverse South African sample. The theoretically supposed elements common to the definition of citizenship as a dispositional trait (rather than a situational or cultural phenomenon) are examined by means of considering Peterson and Seligman’s (2004) conceptualisation of citizenship as espoused in their work on character strength and virtues. Using the Rasch model of item response theory the International Personality Item Pool (IPIP) Value in Action Inventory (VIA) Citizenship scale was examined for fit and differential item functioning (DIF). A diverse sample of 902 South African university students who completed the Citizenship scale was examined for DIF as a function of self-asserted ethnicities and home language groups, which serve as indicators of culture within the South African context. The findings of the study suggest that while certain conceptual aspects of trait-based citizenship as espoused by Peterson and Seligman (2004) are common across the heterogeneous cultures (as defined by ethnicity and language group) examined, there is sound evidence that there are also qualitative distinctions that are exclusively a function of cultural grouping, suggesting difficulties with the exclusive conceptualisation of citizenship as an individual trait. The implications of these findings speak to the importance of considering citizenship as a nuanced and complex notion that requires further consideration in terms of the philosophical, theoretical and empirical qualification of its conceptualisation.

The physical effects of pregnancy on practitioners is another factor to consider, as well as the implications on how the existing practice may or may not change during the course of the pregnancy. To date, there is no research on the effect pregnancy has on practising Chiropractors in South Africa. This makes it very difficult for pregnant Chiropractors, who themselves are undergoing immense physical and emotional changes. This lack of knowledge makes it difficult for pregnant Chiropractors to navigate their changing bodies and predict the impact this may have on their unique profession let alone additional factors such as financial implications due to pregnancy, structure of maternity leave, predict possible changes in treatment approach and thereby adapt practise accordingly and even prevent personal injury. Furthermore, this study was aimed to formulate a set of guidelines in order to provide as much advice and insight to expectant Chiropractors. The purpose of the guidelines would ensure their experience as being pregnant while in practice was as advantageous, positive and beneficial as possible. The study may also be used to open the door to future research. Method: A qualitative, exploratory, descriptive as well as contextual research design was used for the research. The study itself took place in two stages. In phase one, the researcher conducted a pilot interview and the data was self-analysed in order to gain experience and rectify the shortfalls which surfaced during the interviewing technique. Phase two began with the remaining phenomenological interviews whereby the participants were asked to discuss their experience of being pregnant while in practice. Interviews were conducted until data saturation, which was determined by the independent coder, was obtained. Data saturation was achieved after eight interviews. Data saturation was reached when common themes started emerging from the data which was collected. The data was analysed by means of open coding and identifying themes and categories. Participants were purposely selected given that they were qualified Chiropractors who had been pregnant to term while practicing full time.

This is the indication that government must invest in infrastructure development and enjoy the benefits their investments will stimulates and also to maintain service delivery to the public. The objective of this study is to assess the sources of infrastructure financing in South Africa. The study is conducted with reference to existing theoretical literature, published and unpublished researches in order to assess the sources of infrastructure financing in South Africa. Findings revealed that there are major sources of infrastructure financing which includes: tax revenues; lenders to government or enterprises (loans or guarantees); private investors (equity); development agencies (loans); donors (grants); tariffs and public-private partnerships. The study is conducted with reference to existing literature, unpublished and published research. Hence, this study assess the sources of infrastructure financing in South Africa and presented a robust background on the current sources of infrastructure financing. The findings of this study thus contribute to the body of knowledge on infrastructure financing and other available sources of infrastructure financing other than the use of taxation revenues to finance infrastructure. Furthermore, the findings provides a robust understanding of the need and importance of financing infrastructure.

- Description: Abstract:The words of Lund and Nabavi “we learn more about something if we talk about it” (2008, p. 27) highlight the importance of conversation and dialogue in bringing about change – be it in an organization or in society. In South Africa, given the country’s history, dialogue across ethnic, social and political divides does not come naturally. The need for changed and new conversations exists in South Africa. Despite celebrating 20 years of democracy South Africans still face many economic, social and moral challenges. These challenges manifest themselves through protest actions against the slow pace of improvement in the townships, frustration with lack of personal progress among young South Africans, a lack of tolerance and understanding of the “others” (Seekings, 2007). Unfortunately change takes time and concerted effort (Eyre & Littleton, 2013), trust must be built and is earned through participation in open dialogue and mutual negotiation (Bardhan, 2011, p. 97). Public relations activism as a manifestation of the postmodernist worldview and PR activists as change agents are at the heart of this exploratory study of the role of public relations in the South African society. The research aim of this article is to investigate the principles and methods used by Primedia Broadcasting South Africa’s LeadSA initiative to start and facilitate social dialogue and to contribute to social change. Data was collected by means of interviews with key decision-makers at LeadSA. In addition, a variety of documents, such as electronic newsletters, internal documents and research reports, were analysed. A case study approach was used to contextualise the theory and illustrate the principles and practices implemented by LeadSA.

- Description: Abstract:The words of Lund and Nabavi “we learn more about something if we talk about it” (2008, p. 27) highlight the importance of conversation and dialogue in bringing about change – be it in an organization or in society. In South Africa, given the country’s history, dialogue across ethnic, social and political divides does not come naturally. The need for changed and new conversations exists in South Africa. Despite celebrating 20 years of democracy South Africans still face many economic, social and moral challenges. These challenges manifest themselves through protest actions against the slow pace of improvement in the townships, frustration with lack of personal progress among young South Africans, a lack of tolerance and understanding of the “others” (Seekings, 2007). Unfortunately change takes time and concerted effort (Eyre & Littleton, 2013), trust must be built and is earned through participation in open dialogue and mutual negotiation (Bardhan, 2011, p. 97). Public relations activism as a manifestation of the postmodernist worldview and PR activists as change agents are at the heart of this exploratory study of the role of public relations in the South African society. Developing beer tourism in South Africa : international perspectives

Although South Africa is traditionally associated with wine tourism the country is enjoying the development of beer tourism, in particular associated with the expansion of craft beer micro-breweries. Against this background the paper situates the emergence of South African beer tourism as part of the wider international growth of beer tourism. An analysis is presented of key trends in research on beer tourism, including of policy-related issues. It is argued that whilst lessons may be learned from the experience of wine tourism that there is a need for expanding the amount of beer tourism specific scholarship. In particular, there is a significant agenda for tourism scholars around the relationships between the burgeoning of craft beer and of incipient forms of craft beer tourism. This agenda includes the need to profile beer tourists, understand the participation of breweries in beer tourism, the importance of neo-localism for the craft beer industry in South Africa, and evaluate the impacts of beer tourism initiatives for local economic development.
