A number of theoretical frameworks have been developed to try to understand the complexities of the policy process. Nevertheless, the implementation of policy remains, as deLeon and deLeon (2001) state “the most devilish of wicked problems”. It is this wicked problem that this thesis attempts to comprehend a little better in the context of public transport. There is a broadly expressed belief in South Africa that while we have developed some fairly robust public transport policies, we fall down when it comes to the implementation of these policies. However, policies are not equally complex in nature and surely therefore not equally demanding in implementation. While it is accepted that a number of political, economic and social factors are necessary for policy implementation, it is nevertheless hypothesised that the nature and complexity of a policy will influence the paradigm within which implementation will take place. Furthermore, the ‘success’ of the implementation process needs to be located within the context of the specific implementation paradigm. The objective of this thesis has been to (i) identify and (ii) apply an appropriate policy implementation framework or model to the implementation of the Bus Rapid Transit (BRT) programme in South Africa to understand the BRT policy implementation process that has emerged thus far and whether its very nature and characteristics place it within a certain policy implementation paradigm.

Logistics companies identified transport and information systems as ways to increase operational efficiency in a supply chain. Fleet management as a function of transport uses information technology to ensure an optimised logistics network. The research for this dissertation was conducted within a ferrochrome smelter supply chain on a 3PL provider known as an onsite bulk material handling contractor. A vehicle tracking system was installed into the fleet of earth moving equipment and the impact on efficiency and customer service was determined through a before and after scenario. The quantitative research approach used involved primary data collected by way of survey questionnaires and system-generated data and secondary data in terms of an extensive literature review. The focus of the research was based on two research questions: The primary research question being: Can transport efficiency at a ferrochrome smelter plant be improved and cost reduced by implementing a vehicle tracking system? - Description: Abstract: The recent interest seen in Transit Oriented Development (TOD) in South Africa reflects the country’s changing policy landscape and bears testimony to the concerted efforts by decision makers to address the spatial legacy of apartheid. The purpose of this study was to deliberate on the current TOD practices in South Africa and identify trends in policy trajectories with regards to the implementation thereof through Public Private Partnerships (PPPs). As with TODs, PPPs have also been subject to a great deal of attention in the academic and professional circles in the country. Using a mixed-methods methodology (with an overall descriptive and exploratory research design), this study sought to understand the perceived benefits and future prospects of these partnerships in TOD projects specifically in South Africa. Perceptions of several transport infrastructure PPP experts were ascertained by means of a questionnaire survey and semi structured telephonic interviews. The research findings highlight a range of both divergent and common views amongst the experts that participated in the empirical enquiry. Uncertainties in the readiness of TOD implementing departments and agencies to fully commit to PPPs were established. A general lack of understanding of the inherent challenges of TOD implementation against the backdrop of local based contextual dynamics was also cited as a potential reason for the rather gloomy picture of PPP based TOD projects. Similarly, consensus on the complex PPP legislative framework and lengthy processes for prefeasibility studies were apparent throughout. Comprehensive financial planning, transcending the theoretical boundaries towards a shift in both praxis and in attitudes, as well as capacity building among implementers were identified as some of the departure points for charting a sustainable path for PPP based TOD projects. This study provides the main foundations upon which further deliberations on the appropriate PPP models for TODs can emanate, keeping in mind the unique discourses and policy objectives of TODs in South Africa. , M.Tech. The current landscape of the industry is unknown and although there has been an outbreak of violence in recent years, the industry needs assistance in order to grow and be sustainable. The gap in the industry is evident in the informal and formal sector with factors such as wage gaps, education and government intervention affecting the drivers within the transport industry. A qualitative approach was used and interviews were used to collect data. A total of 12 participants were interviewed and data analysis was done using a thematic analysis. The results revealed that over the years, the industry is facing several challenges that are not being addressed. Due to low levels of education or disadvantaged backgrounds, individuals join the industry as drivers and this has influenced the opportunities available to them. Several violent outbreaks have occurred because the contribution made by those who participate in an industry that should thrive and positively influence the economy and its participants has not matched with the benefits they receive. From the perspective of the drivers, the industry should be formalised as this mitigates both the gap and the challenges experienced for both the informal and formal sectors. By formalising the industry, it will ensure the implementation of increased safety measures, provision of benefits to drivers, and the development of the industry.
