For most organisations with this excessive spend on information technology, there are also many unsuccessful information technology projects leading to fruitless expenditure. There is a need for organisations to implement information technology governance effectively. Effective information technology governance will result in beneficial information technology spend and consequently the reduction of unnecessary costs and overruns, and exploitation of information technology to enhance an organisation’s strategy. Information technology governance disclosures in an integrated report are important; they are an effective way for an organisation to communicate to stakeholders how they have implemented information technology governance. Globally state-owned entities (SOEs) contribute 20% to investments. Therefore these entities play a vital part to the South African economy; and thereby making public accountability for money spend by these entities particularly important. SOEs entities also use information technology extensively in their operations, just like their counterparts in the private sector. Information technology governance is therefore of utmost importance in the public sector as well. This study sought to investigate whether listed SOEs have adequately disclosed information technology governance in their integrated reports. This was achieved through a content analysis of the information technology governance disclosures contained in the SOEs’ integrated reports and compared to the principles contained in the King codes. The majority of SOEs do provide some disclosures regarding information technology governance; however, most of these disclosures are not sufficiently detailed. The integrated report disclosures reveal that only one SOE has fully complied with the King III code. Last year, when we started planning for the conference we came to the conclusion that the title ‘The Future is Now’ expresses our experience of being overtaken by technology, in a unique and innovative way. However, when we did a Google search on the phrase we found that it was a widely used phrase which gives expression to the global village’s experience that developments which we thought lie in the future are overtaking us as a result of the rapid development of Internet and mobile technologies. Despite its lack of originality, we decided to stick to the title, because there was no better way of saying what we wanted to say. I repeated the Google search about a year later, when I was busy writing this welcome note to you, and this time carefully noted the number of hits: 128 000 000. Most significantly I found two websites relating to the impact of information technology on the world of libraries within the first 20 hits. One was the website of an eponymous ALA conference on libraries and museums in the virtual word held on 5 and 6 March 2010 (http://www.opal-online.org/finindex.htm). The conference dealt with the use of Second Life in libraries and museums. The other was an article on the launch of Elsevier’s ‘Article of the Future‘ project (http://www.cell.com) on 7 January 2010. Both these hits underlined the impact of technology on our world and the need to consider the way forward as a result of it. George Will said that ‘the future has a way of arriving unannounced’. It is the sincere hope of the Conference Organising Committee that this conference will help prevent the future of taking us unawares. Purpose: This study aimed to explore the conflict-risk that exists in a software development project managed using the Agile methodology with the purpose of developing an effective conflict management framework to manage conflict-risk. Methods: An online questionnaire as well as semi-structured interviews were used to collect data from 189 Agile development professionals South Africa. Quantitative and qualitative analyses were employed, resulting in a framework for effective conflict management within Agile development environments. Results: There is existence of conflict-risk in Agile projects. Since Agile is interactive and collaborative, it leads to high chances of differing views among team members, causing numerous disagreements that results to conflict-risk. The study has also found that the existence of such conflict-risk has negative and positive effect on the development environment, and this is dependent on how the conflict-risk is mitigated and managed when it arises. Finally, the study identified approaches to manage conflict-risk effectively within the Agile environment, inclusive of contingencies like effective communication, skilled resources, effective discussions and negotiations as well as strategies like accommodate, collaborate and compromise. Identification of such contingencies and strategies led to the development of a framework for effective conflict-risk management for projects managed using the Agile methodology. Skole in Ga-Rankuwa gebruik die IKT integreringsopleidingsprogramme van verskeie organisasies, dus is dit belangrik om die invloed van hierdie programme op die betrokkenheid van opvoeders met rekenaars te evalueer. This makes it more difficult for supply chain organisation to meet consumer demands, especially if supply chain processes are not adequately streamlined. This confronted supply chain managers with the daunting task to make informed decisions regarding critical business drivers within their organisations. Incorrect decisions can lead to counter-productive actions. Supply chain members both upstream and downstream often make decisions based on their immediate environment and resources available, thereby not considering other factor within the supply chain holistically. This perspective has change and supply chain managers need to make decision based on the overall information and resources available within the entire supply chain network. The need to evaluate the appropriate supply chain performance measures is critical, as it directly affects the performance of the entire supply chain network. The focus of this thesis revolves around the linear composition of supply chain technology, integration, collaboration and visibility to maximise supply chain agility. The objective of this thesis is therefore to present a model that highlights the roadmap to achieving supply chain visibility followed by supply chain agility. This will allow supply chain members to make informed decisions around key drivers within the supply chain. The intention of the model is to provide a guideline approach toward achieving supply chain agility through a process of welldefined analysis in areas such as supply chain technology, integration, collaboration and visibility. The method used to develop the model in this thesis is build on the scientific principle of adding smaller pieces of the different supply chain management theories to corroborate the context and value of the model. These supply chain management theories combined provides valuable guidance for the roadmap towards achieving supply chain agility. The point of departure is a simple five-step model of which its validity is legitimised through a case study research, conducted on two supply chain partners. The findings from this case study have contextualised the model into a definite treasure map towards achieving success in the face of globalisation.

- Description: Developing countries have embarked on the promotion of “ICT access for all” through subsidized Information and Communication Technologies (ICTs), especially in underserviced areas of such countries. The main aim of the “ICT access for all” is to extend the communication services to the large areas of underserviced regions through subsidized communication services. In some instances, subsidies may lead to high ICT penetration and high resource utilization while in some instances unsubsidized services may lead to low utilization of resources and low ICT penetration, which may eventually lead to market failure and destroy market efficiency. With explicitly defined objectives, regarding subsidy policy, however, developing countries always fall short on the implementation of such subsidy policy due to economic reasons and unrealistic subsidy driven pricing models. In this paper we investigate the impact of subsidy driven pricing model on resource utilization and revenue maximization in a developing country. In this paper we try to find a middle ground between promoting “ICT access for all” (given a subsidy and diverse income variations between the groups) and resource utilization in a network.

- Description: Abstract: Managing information technology (IT) in higher education institutions (HEIs) is not merely difficult but has almost become impossible. Information technology (IT) leaders in HEIs face a challenge to integrate and provide for the continuous accelerating transformation of technology and the way it is applied in HEIs to improve the quality of IT service delivery to satisfy their stakeholders’ expectations. IT leaders need to embrace change with the understanding that IT will need more than a secure set of knowledge and skills in today’s technology demands required from the unique composition of stakeholders. To position HEIs in their current marketplace and ensure competitive advantage, just implementing new technologies and innovations is not nearly enough. Research has proven that the practice and implementation of knowledge management (KM) aids an organisation in gaining a competitive advantage, which is at the pinnacle of ensuring that an organisation remains a preferred service provider. In order to address these issues, this research focused on exploring the knowledge sharing (KS) practices of employees within the Library and Information Services (LIS) division at a higher education institution. The researcher employed a qualitative research design, guided by a case-study research strategy. Semi-structured interviews were conducted, with seventeen respondents who were purposively selected for the sample. Data was analysed using thematic analysis, creating categories of subjects relating to the identified research questions. The findings of the study revealed that KS was limited within the LIS and mostly occurred informally between employees within the same section. Furthermore, it was found that the culture at LIS was not conducive for the advancement of KS, as respondents felt unsupported by the LIS' management in terms of KS endeavours. A silo culture, encouraging the creation of specialists in specific roles, was identified as a barrier to potential KS practices within the LIS. In terms of encouraging KS within the LIS, the findings showed that respondents were most enthusiastic about the concepts of rewards and incentives. A need for a formalised KM strategy and consequent policies guiding the acquisition and implementation of KS tools and mechanisms, was also identified. Recommendations arising from the study included: 1. A need for renewed commitment by LIS management in terms of encouraging a KS culture. 2. A drive to find affordable technologies that would enable the storage, retrieval and sharing of knowledge within the LIS, to ensure that the right knowledge reaches the right person, employee or client, at the right time.

However, studies around the world have shown that less attention is being paid by these stakeholders to various indices and measures of smart cities. These measures and indices, known as drivers, are smart environment, smart economy, smart people, smart governance, smart mobility, and smart living. Using these drivers and their indicators, a multiple-choice questionnaire was designed in line with existing and relevant literature materials in the subject area. These questionnaires were administered on construction professionals with relevant and adequate knowledge of smart construction. Smart environment was found to be a major driver of a smart city while smart people, smart governance and smart living are also key to the achievement of the goals and objectives of the concept. The developed key smart city drivers are a workable, adaptable and efficient city design mechanism and it will be useful for city planners, statutory agencies as well other stakeholders in the development of smart cities.

Although project management has provided a means of achieving goals that could not be achieved in traditional ways, the single project model has failed to address issues that arise when multiple and related projects are undertaken within an organisation. Programme management has then provided a means through which organisations achieve almost everything they undertake. It has been perceived as the strategy implementation vehicle that links the overall strategy of the organisation with the portfolio of projects. While the use of programmes and programme management has grown in organisations, its capability to secure the investment of corporation has not been proven. Numerous failure stories with dramatic consequences for the corporation as a whole have been reported. With the pace of new regulations that require the appropriate and responsible management of company affairs, considering the huge investment that corporations place in programmes, it has become important to devise an efficient and effective mechanism of overseeing these investments. This research addresses the need to improve programme performance and ensure compliance with corporate policies. It focus on the governance side to determine how IT programmes can be governed while making sure that there is enough established control responsibility and accountability to ensure the achievement of the programme strategic objectives. This has been addressed by identifying corporate, information technology and project governance requirements that have implications for IT programme management. This had led to the consolidation of implications identified from the Sarbanes Oxley Act, Control Objective for Information and Related Technology and the Guide to Governance of Project Management in order to provide an integrated view of overseeing the management of programmes. The value of the research is that it has devised a conceptual framework for IT programme management governance that provides a means to ensure both programme performance and compliance to governance requirements that pertain to corporations. IT plays an important role as an enabler of these processes. The problem is that the implementations of IT projects, commissioned to support and enable the business functions, often fail. The high rate of failing IT projects is a real and relevant concern of the business environment. Companies are wasting a significant portion of their resources on failed IT projects. More than often, IT projects fail to realize their intended purpose of reducing operating costs, increasing worker productivity, increasing cycle times and eventually increasing companies' market share. Management of these companies continues to complain about costly IT expenditure returning only a portion of the expected return on investment. The phenomenon of IT project failure has been in existence for many years and has in more recent years become a relevant topic calling for investigation and further study. Accordingly, this document is the culmination of the results of a study of the reasons why IT projects fail and offers possible measures to be taken to counter the failure of IT projects. The most significant and relevant reasons for IT project failure are listed in this document. These reasons span from the internal project environment through to the external project environment. Aligning these reasons with the environment of any anticiPated IT project will establish a base from which a successful IT project could be initiated. It is hoped that this document will serve as valuable input to the decision makers in the IT and business arenas that need to be made aware of the reasons for IT project failure in order for them to better manage their IT projects.

- Description: M.A. , The rate of change in the business arena is continuously increasing and companies are constantly seeking innovative products, services and knowledge-enabled processes to enable them to compete effectively against each other. IT plays an important role as an enabler of these processes. The problem is that the implementations of IT projects, commissioned to support and enable the business functions, often fail. The high rate of failing IT projects is a real and relevant concern of the business environment. Companies are wasting a significant portion of their resources on failed IT projects. More than often, IT projects fail to realize their intended purpose of reducing operating costs, increasing worker productivity, increasing cycle times and eventually increasing companies' market share. Management of these companies continues to complain about costly IT expenditure returning only a portion of the expected return on investment. The phenomenon of IT project failure has been in existence for many years and has in more recent years become a relevant topic calling for investigation and further study. Accordingly, this document is the culmination of the results of a study of the reasons why IT projects fail and offers possible measures to be taken to counter the failure of IT projects. The most significant and relevant reasons for IT project failure are listed in this document. These reasons span from the internal project environment through to the external project environment. Aligning these reasons with the environment of any anticiPated IT project will establish a base from which a successful IT project could be initiated. It is hoped that this document will serve as valuable input to the decision makers in the IT and business arenas that need to be made aware of the reasons for IT project failure in order for them to better manage their IT projects.

- Description: Abstract : Enterprise Resources Planning (ERP) is a central database that enables organisations to manage efficient and effective use of resources such as inventory, finance and Human Resources (HR). By measuring the performance of equipment and labour through the implementation of the ERP system, manufacturers can reduce downtime and bottlenecks, thereby increasing output and customer product delivery. The significance of this research is derived from thorough examination of regular ERP system implementation failures in organisations as a result of various challenges that are faced prior to, and post, the implementation phase - in most cases both. Despite the size of the investment, organisations’ attempts to achieve the desired ERP benefit in the short-term and long-term have proven to be problematic. This research describes the challenges encountered during the various stages of the ERP implementation project life cycle. A Systematic Literature Review (SLR) is adopted to obtain data from multiple sources with the aim of producing consistent conclusions. A thematic analysis identifies patterns in data that are sufficiently significant to address research questions or make significant statements about particular subjects. The study approach includes a bibliographic research review, specifically utilising internet-based search engines. It identifies 19 ERP challenges, the most common of which are inadequate top management support and involvement. The review also reveals that ERP systems are adopted by manufacturers for a variety of reasons such as: improved information flow; improved communication; competitive advantage; financial gain; improved efficiency; improved supplier and customer relationships; inventory management and optimisation; better and structured decision-making; traceability; as well as, organisational growth and learning. , M.Ing.
