It was therefore imperative that the council be assessed and evaluated if they carried out their developmental projects within proper project management framework. The literature review investigated integrated development planning and critical factors that may affect the project performance, amongst others. The literature review therefore revealed that although the integrated development planning is a guiding tool to the success of the municipality projects, in the case of RSA, it still needs the know-how of the project manager. It was also revealed that conventional factors of time, cost and quality are still very predominant in determining the performance of the projects. Furthermore, the organizational structure and culture had been hailed as factors that may impact on the performance of projects. A questionnaire survey, case investigation into projects documents and interviews were conducted independently to collect data. The questionnaire was distributed to 21 members of the Manka C10 community council, four water projects documents were selected and investigated and two managers, being Chairman of the council and administrative secretary were interviewed on the basis of informational gaps that were seen from the questionnaire responses and projects documents, as a way to increase the validity of the findings. It was gathered that the council was not generally applying project management techniques when undertaking their community development projects, and as such it was not easy to establish how they dealt with project performance. It is therefore advisable that the council be set on a proper path to engage in proper project management framework as a long term strategy to enhance its projects performance However, apart from technical issues, it appeared that budget delay and limitation were the main causes of their low rate of development. It can be concluded that Manka C10 community council needs resources especially funds and a well-functioning support system to keep it in a right developmental path. , M.Phil. - Description: M.A. , In terms of the Constitution, municipalities have a mandate to govern, to provide services and to promote social and economic development. Several pieces of legislation enhance the developmental role of local government, such as the Development Facilitation Act, 1995 (Act 67 of 1995) empowering municipalities to establish statutory land development objectives setting out a clear approach to land development for each municipality. The objects of local government as stipulated in section 152 of the Constitution of the Republic of South Africa , serve as a guideline in fulfilling its role and functions. The Integrated and Development Plan approach is more appropriate in facilitating efficiency and effectiveness in municipalities. Several provinces have passed regulations requiring that the land development objectives also cover economic development goals.The Department of Provincial and Local Government (DPLG) is compelled by law to use the Integrated Development Planning (IDP) and this is likely to shape the actions of local government in implementing policies intended to reduce poverty and inequality. A municipality must structure and manage its administration and planning process to give priority to the basic needs of the community and to promote the social and economic development of the community, according to the Constitution of the Republic of South Africa. Only when the majority of the citizens receive at least a lifeline supply of basic-need services and goods, can equity be achieved. This study focuses on the City of Johannesburg's constitutional obligation to promote local economic development. The study is limited in this way to make it more manageable. This area is selected on the basis that there is a diversity of people whose economic levels are highly different and therefore there is a need for LED. A municipality's approach to street traders in, for example, former Black township areas, is likely to be quite different to approaches in CBDs. The study is mainly a historical study of both published literature and unpublished material concerning municipalities' constitutional obligations to promote LED. The study is trying to pin down facts, and identify trends, in a rapidly changing environment.

Vista University consists of seven campuses, each accessible to the areas they serve. The different campuses are: Bloemfontein Campus outside Bloemfontein, East Rand Campus near Daveyton on the East Rand, Mamelodi Campus near Silverton in Pretoria East, Port Elizabeth Campus outside Port Elizabeth, Sebokeng Campus near Vereeniging, Soweto Campus in Soweto, and Welkom Campus outside Welkom. Vista University also provides Distance Education, the campus of which is situated in Pretoria. The university's Head Office is situated in Pretoria. The study explores the relationship between the entrepreneurship skills of small and medium-size business owners and business success. It assumes that if business owners lack entrepreneurial skills, then business success will be low. Therefore, a positive relationship between the two variables was assumed. Low levels of entrepreneurship skills and business success have a high chance to serve as a partial explanation for unemployment and stagnant economic performance in the Mantsopa Municipality. The technical research project identifies the relationship between the investigated variables, and analyses the existing gaps that might be related to poor business performance. An exploratory, cross-sectional survey design has been conducted. The findings confirmed that technical business skills have a strong influence on business practice to acquire a large-scale market share and to sustain business in the long term. Improving business success can enhance the potential for vibrant economic activities to impede the high level of unemployment rate that has been persistent in this local municipality of Ladybrand. , M.Com. - Description: Abstract: This research project aimed to evaluate the contribution of a skills development and training programme in empowering informal automotive artisans and unemployed community members, offered by the Winterveld Enterprise Hub (WEH), situated in the north of Pretoria, Gauteng province. The WEH is managed by the Automotive Industrial Development Centre (AIDC). This research is rooted in the field of Local Economic Development (LED), specifically in Pillar 4 (Enterprise development and support) of the National Framework for Local Economic Development 2017-2022. This pillar recognises the importance of entrepreneurship and small business support in the context of LED.
