- Description: Abstract: Development of infrastructure to meet the needs of South Africans is a major concern for the construction industry, however the failure of the industry to keep up with the expectation has drawn some criticism from the citizens. Lack of adherence to ethical practices that help ensure transparency and accountability within the industry is a major impediment towards being a consistent and an effective contributor to the growth of the South African economy. This study therefore examines unethical practices in South African Construction Industry and measures to address the menace for better project performance. Well-structured questionnaires were administered on registered and experienced construction professionals within the industry and Mean Item Score (MIS) was used to analyse the returned data. Non-adherence to ethical practices in the industry are as a result of greed, favouritism, political influence, monopoly of bigger companies over smaller and emerging companies and pressure to meet unrealistic company objective and deadlines. The unethical practices prevalent in the industry include bribery and fraud, falsification of experience, illegal award of tenders and collusive tendering. These unethical practices result to dissatisfied clients, poor workmanship, poor quality of infrastructural development and loss of public trust. Professionals, especially construction and project managers should shoulder the responsibility of stamping out unethical practices in the industry by developing viable measures to achieve the goal. More so, whistle-blower protection mechanisms need to be revised and improved to encourage effective monitoring and sanctioning of individuals involved in unethical practices in the industry.

The study was undertaken to evaluate the factors that affect students’ choice of occupancy in privately owned residences in a South African higher education institution as well as provide insight to housing providers on what factors to give attention to and improve. Students always look for residences that are within a walking distance to campus, meaning it should be close to campus, secure, within a friendly environment or location and have unlimited internet service for academic reasons. The study used primary data obtained through the survey method with the use of structured close-ended questionnaires which were distributed to students living in a privately owned residence. Convenience sampling was used with 55 questionnaires distributed and 50 were returned and worthy to be analysed. Literature was used to obtain factors that were utilised for data collection. Overall, student housing providers including private housing providers should take caution on the factors that affect students choice of occupancy in privately owned residences, thus consider what influences and attracts students to stay in privately owned residences and implement creative and innovative initiatives to better the residences. This study will help accommodation providers (existing and new developments) to enhance residences, attract more occupants without compromising their needs.

This study therefore examined the use of site meetings in addressing the level of occurrence of construction problems and challenges thereby ensuring sustainability of construction projects. Data were collected through questionnaires administered on construction professionals with relevant experience in Switzerland. Site meeting helps to enforce quality standards such as developing a project quality control plan, assess workmanship during construction, increases communication in the construction team, assess the specification used and requires a competent construction manager. In ensuring that construction projects are sustainable, adequate site meetings will ensure that protective clothing, glasses and other wears are used by workers and all stakeholders on construction site, ensure team building, ensures skilled and qualified workers are used on sites; ensure tight but realistic targets are set and ensure that there is a health and safety officer on site. In view of this, site meeting should no longer be perceived as just a routine construction exercise but a great tool for enhancing smooth and acceptable standard for construction process. Competent and experienced project managers should also be appointed by clients, owners and financiers of construction projects for proper coordination of site meetings.

In view of this and in order to ensure healthy competition and alliance among construction stakeholders, this study assessed various measures that can be adopted to minimize or eliminate the practice of collusion in the construction industry. The measures were extracted from existing literature materials and questionnaire was adopted as a means of data collection using a 5-point Likert scale. Using convenience sampling, 49 questionnaires were distributed, 43 were retrieved while 41 were found worthy of further analysis. Among other measures, people involved in construction process including the professionals should be encouraged to report any suspicious acts and transactions including collusion practices, and procurement procedures for construction projects should be open and transparent. There is a need to blacklist and deregister professionals and companies that are caught in the act of collusion as this will enhance project performance and subsequently improve the image of the construction industry. Punishments for the offence should be well documented and there should be strict enforcement of the discipline and regulations when a company or individual is found culpable. This study will help regulatory bodies shouldered with the responsibilities of regulating construction activities - including that of the stakeholders - in their quest to reduce or eliminate the practice of collusion in the construction industry.

- Description: Abstract: One of the basic responsibilities of top managers of an organisation is the ability to manage, supervise and control other members of staff in the best possible way to ensure optimum performance and high productivity. Failure to understand, acknowledge and meet the expectation and requirement of staff members by an organisation may lead to deterioration in commitment, loyalty to the values of the organisation, lack of motivation and eventually, low productivity. In this study, personnel management (PM) practices in Nigerian quantity surveying firms were examined by evaluating various human resource management (HRM) approach and techniques. The aspects considered are staff strength, welfare, training and development, mentoring and succession rate. Questionnaires were adopted for the study and it was administered on quantity surveying firms using convenient sampling method. Quantity surveying firms are not providing their members of staff with the necessary and expected welfare and mentoring and level of staff training is below average. In view of this, managers, directors and other top management staff of quantity surveying firms should ensure proper recruitment and selection process at the initial stage of personnel management; improve on staff training and development strategies; be concerned about staff welfare and mentoring; maintain a strong, stable, and increasing staff strength; and prioritise staff mentoring and succession in order to enhance productivity of staff and general performance of the firms. This will not only improve their innovativeness in delivering better to clients but will also enhance better competition in both local and international market.

- Description: Abstract: Performance of construction projects is an issue of concern, not only to contractors and professionals, but other stakeholders including clients, project sponsors and end-users. This is due to complexity of construction process, innovation in the use of raw materials and machinery, new construction management techniques and more importantly, variation in requirement from clients. Thus, this research evaluates factors affecting performance of construction projects from the perspective of consultants and contractors, in order to enhance the quest of the construction industry in contributing positively to the growth of economies. Using quantitative approach, data were collected through close-ended questionnaires administered on a group of learned and experienced consultants and contractors who are based within the study area. From the analysed data, there is a significant difference in the perceptions of consultants and contractors regarding factors affecting performance of construction projects. The study was piloted in Johannesburg within Johannesburg Metropolitan Municipality (JMM). The population size was sampled from the households within the municipality’s regions namely A, B, C, D, E, F and G. The aim was to assess household’s thoughts in view of service quality offered by the municipality on water supply. Even though the study focused on the efficiency of water supply, the inquiry was limited only to service quality provided to households and not the product quality. Despite the fact that households in this municipality proclaim their satisfaction regarding the quality of supplied water, a majority expressed trepidations about communication breakdown between the municipality and households. People indicated that the municipality does not care about people’s good health and wellbeing. Results show that there are no active engagements between the municipality and households at JMM. Moreover, households at JMM have limited knowledge about water endeavors. For an example, there was a high ambiguously when people were asked their opinions on the accuracy of billing for consumed water, per household. At the time of this study, only 28% of respondents were convinced that billing is in fact accurate; 30% alleged that it is not accurate and a massive percentage of 41% expressed that they are not sure about the level of accuracy where billing is concerned.

Data for the study were collected through administration of structured questionnaire on owners of small and medium construction companies. Itwas revealed that the major causes of small business failure are lack of financial managerial ability and general administration of the business. Challenges faced by these firms include inadequate managerial skills and planning, lack of access to work opportunities, prolonged economic recession, lack of financial skills, competition, incompetent employees and lack of basic business, technical and pricing skills. Small construction businesses need to be supported by government and other stakeholders in order for them to be sustainable and this will also guarantee job security for construction professionals and other form of workforce employed in the companies. The managers and directors of these firms should attend and participate in conferences, workshops, seminars and other forms of leadership meetings within and outside the country to improve their leadership, business and organisation skills.

A major stakeholders to the actualization of sustainable infrastructural development are quantity surveyors. This study investigates the impacts of globalization on quantity surveying (QS) practice in Nigeria in the quest of equipping quantity surveyor to contribute positively to sustainability of infrastructure projects. Data were obtained from quantity surveyors (QSs) practicing in quantity surveying firms (QSFs) that are registered and licensed to operate by the Nigerian Institute of Quantity Surveyors (NIQS) in the study area. Compare to the benchmark of importance level, it was observed that level of awareness of quantity surveyors of the six basic elements of globalization is low. It was also observed that international trade, foreign direct investment and capital market flow are basic measures of globalization affecting the practice. These have resulted in increase in clients' demand, more opportunities for QSFs including participation in international projects, rise in usage of ICT and general development of the firms. It is therefore imperative for government, NIQS and Quantity Surveyors Registration Board of Nigeria (QSRBN) to formulate appropriate industrial and trade policies that will foster the competitiveness of QSFs, to enjoy emerging global opportunities and compete adequately without resorting to protective measures.

This paper therefore, examines factors affecting the performance of construction projects, their effects on the economic development and the impact of the factors on the economic development of the nation. The study identified a set of factors believed to affect project performance through extensive review of literature which form the basis for questionnaire survey. A total of 200 questionnaires were self-administered to professionals in the Nigerian construction industry, out of which 148 were retrieved and considered fit for analysis. The survey findings indicate that the most important factors affecting project performance are: project design cost, project complexity, unavailability of resources, quality of equipment and raw materials, while ontime completion, client satisfaction and productivity were considered to be the main measures of construction project performances. Improvement in technology and extension of infrastructures, were the most important indices of economic development. It is recommended that project owners must work collaboratively with all the professionals involved in carrying out construction project in order to facilitate good performance. More so, stakeholders in the construction industry including professionals and regulatory bodies should be proactive in discharging their responsibilities bearing in mind the effect of construction project performance on economic development of the country.

- Description: Abstract: Construction is an important aspect of any economy and its effect cannot be over-emphasized. This research investigates the utilisation of lean construction (LC) tools in achieving project processes in the construction industry by identifying its drivers, barriers and how it can improve the delivery of construction projects. The data for the study was collected through detailed questionnaires which were administered on construction role players that are registered and with their professional bodies. The benefits of lean construction includes waste reduction, improved communication system, improved flow and productivity, customer focus and employee empowerment, sharing of knowledge. From the results of the analysis of data obtained from respondents, extensive use of unskilled labour, poor communication, human attitude towards change, lack of interest from clients, lack of client and supplier involvement, lack of long term commitment to change, lack of supply chain integration, lack of technical skills, and inadequate exposure to the requirements of lean construction, were some of the major barriers associated with the implementation of lean construction in the industry. The following lean construction principles that can be used to improve the delivery of construction projects were also identified: business process engineering, team work innovation, ongoing performance management, flow of activities and materials, continuous improvement, elimination of irrelevant activities, team and value management as well as continuous skill development. Itis necessary for organisations to implement the principle of lean construction and such need to be aware of the challenges associated with the practice. More so, there has to be an adequate level of awareness, commitment, knowledge and understanding of the underlying concepts of lean construction to enhance its successful implementation.

Value Management (VM) is a business strategy tool to ascertain whether construction of a facility will provide best function at the lowest possible cost. This study examines the contribution of value management to construction projects with a view to assessing challenges and measures to improve adoption and application of the discipline. Primary data were collected through well-structured questionnaires administered on construction professionals within the study area and Mean Item Score was used for data analysis. The major contributions of VM to the South African construction industry include optimize value for money, creates a clearer focus on the project objectives and works towards arriving at a more effective design. However, poor communication, lack of interaction and unwillingness of clients to pay for VM service, were the challenges affecting the adoption of VM. In order to improve construction project performance using the process of value management, orientation meetings should be duly organised, team structure should be finalised and team members must be appropriately selected for construction projects. Built environment professionals - including construction and project managers, should familiarize themselves with VM and strive for its full adoption and implementation for construction projects in order to achieve best value at the lowest complete life cycle project cost for construction clients.

One of the notable practices in the construction industry is the use of bonds and guarantees. Construction bond was introduced as an instrument to protect or indemnify its recipients against risks and problems associated with construction projects but the challenge over the years lies in the practical enforcement of bonding conditions and its overall benefits to the construction industry. This research therefore evaluate the risks that are associated with bonded and unbonded projects with a view to ascertaining their effects on overall construction projects success. Primary data were collected through administration of questionnaires on identified construction bond stakeholders namely: clients of public projects: quantity surveying and architectural firms; and construction firms. Questionnaires were administered on 337 respondents out of which 242 were returned while 236 were certified fit for analysis. Mean item score was used for ranking the identified factors while Kruskal-Wallis and Mann-Whitney tests were employed to examine relationship and differences in sample means of different groups of respondents respectively. The study revealed that financial soundness of the issuer also known as credit risk has major effect on projects with bond while for projects without bond, liquidity risk requires the most attention. The identified bond risks are more inherent in bonded projects except for liquidity and volatility risk. In view of this, special attention should be accorded the activities of guarantors, that is banks and insurance companies, shouldered with the responsibilities of issuing bonds in an attempt to reduce their influence on construction bond process. This will enhance value for money for contractors seeking the bonds and eventually lead to success of construction project.
