A conceptual framework for IT programme management governance: an integrated view

- Description: M.Tech. , Project and programme management have become important organisational developments in today’s business environment. The growth in projects across different sectors and industries, and their capability to enable organisations to cope with change in order to remain in business has emphasised the importance of project, programme and portfolio activities. Although project management has provided a means of achieving goals that could not be achieved in traditional ways, the single project model has failed to address issues that arise when multiple and related projects are undertaken within an organisation. Programme management has then provided a means through which organisations achieve almost everything they undertake. It has been perceived as the strategy implementation vehicle that links the overall strategy of the organisation with the portfolio of projects. While the use of programmes and programme management has grown in organisations, its capability to secure the investment of corporation has not been proven. Numerous failure stories with dramatic consequences for the corporation as a whole have been reported. With the pace of new regulations that require the appropriate and responsible management of company affairs, considering the huge investment that corporations place in programmes, it has become important to devise an efficient and effective mechanism of overseeing these investments. This research addresses the need to improve programme performance and ensure compliance with corporate policies. It focus on the governance side to determine how IT programmes can be governed while making sure that there is enough established control responsibility and accountability to ensure the achievement of the programme strategic objectives. This has been addressed by identifying corporate, information technology and project governance requirements that have implications for IT programme management. This had led to the consolidation of implications identified from the Sarbanes Oxley Act, Control Objective for Information and Related Technology and the Guide to Governance of Project Management in order to provide an integrated view of overseeing the management of programmes. The value of the research is that it has devised a conceptual framework for IT programme management governance that provides a means to ensure both programme performance and compliance to governance requirements that pertain to corporations. The value of the framework is that it contains governance requirements that ensure an efficient and effective decision-making and delivery management, focused on achieving programme goals in a consistent manner while addressing appropriate risks, issues and events that can impede the programme outcome.

- Description: Abstract: The worldwide use of cloud computing has caused academics and professionals to become interested in studies around benefits and risks of cloud computing. Despite known risks like data security and loss of data control, cloud computing has attracted many organisations due to cost benefits and scalability. Because of this together with other factors organisations do not pay enough attention to how cloud computing affects the governance of information technology and the effect on existing security policies, business processes and service-level agreement regulations. This study explored the effectiveness of information technology governance’s practices when adopting cloud computing at organisational level. In order to validate and evaluate the research problem, quantitative methodology was used. Primary data were collected through questionnaires that were distributed via email to professionals who adopted or who were planning to adopt cloud computing within the next three years. The data collected were analysed using Excel. The results indicated that cloud-computing adoption brings a new approach to the governance of IT, being a more contractual than physical approach used in traditional IT systems. Additionally, IT governance enablers, such as business processes and security policies, are highly affected when adopting cloud computing. Moreover, organisations rely mostly on service-level agreements provided by cloud computing providers rather than setting service-level agreement expectations and demands at organisational level. This supports the view that strong service-level agreements are fundamental when adopting cloud computing and new technology, which affect business processes. This research study concluded that IT governance is critical and useful when adopting cloud computing. However, existing IT and specifically designed cloud computing governance frameworks lack to address cloud-computing components holistically. Thus, there is still a need for future studies to design integrated IT governance frameworks and further examine the practical implementation of existing frameworks in cloud computing.

- Description: Abstract: The purpose of this study is to identify critical success factors for IT projects in South Africa. Successful management of IT projects is a primary concern for organisations Research has shown that IT and its projects can yield huge return on investments. While organisations are increasingly investing in projects as a mean of boosting their investment, it is recognized that investing alone cannot guarantee productivity gains. Other project management aspects such as methodologies, tools, techniques and critical success factors also need to be considered for the successful implementation of IT projects. Literature emphasises that projects need to be managed within context. For each specific context, researchers have identified specific success factors to consider in order to achieve the project objective. Research have been done on critical success factors for different countries, different industries and different environments. It, however, remains unclear in the context of South Africa. The South African environment is unique and presents specific project management challenges that need investigation. A quantitative approach was used with survey design. These questionnaires were distributed electronically via email to individuals working on project of within the IT industry in South Africa. Participants were selected using probabilistic sampling strategy as the intention was to generalise the results to the entire context of IT projects in South Africa. This research has provided to the South African project management environment, critical success factors that one should adhere to, in order to achieve success. The critical success factors identified address the broader IT project management field, therefore might not fully solve the need of being specific to the context. Considering that IT projects can be of different types thus bringing different size and complexity, there is a need for a further research to develop critical success factor that applies to specific IT areas such as software development, so that factors that have a great impact on specific IT projects are uncovered in order to improve the broader IT industry in South Africa. It emerged that politics, legalities, the state of the economy and corruption are making the South African project environment different from other environments. Therefore being a project manager in the South African environment require more than mastering the project management body of knowledge. - Description: Abstract: Many organisations have adopted Project Portfolio Management (PPM) processes to improve the implementation of their strategies, however few organisations have achieved tangible returns on investment (ROI) from PPM. Although PPM stakeholders are aware that PPM enables the achievement of strategic objectives of the organisation, they admit to not fully being able to understand its value. This results in IT projects implementation and delivery not being aligned with the business strategies. Moreover, the performance of IT initiatives indicates an increase in their failure rate, to an extent that it is becoming a threat to the very existence of organisations. The failure of IT initiatives is perceived as the reason many organisations are not achieving their strategic vision. - Description: Abstract: This paper presents the findings of an investigation of the performance of project management methodologies used in organisations, looking specifically on the awareness of the methodologies, the project practitioner’s effectiveness and whether the project methodologies does assist organisations to better manage their projects. A qualitative approach was taken. Online survey questionnaire was designed using survey creator tool. Participants were randomly selected from the project management environment. While the study results showed an awareness and believe that project management methodologies add value, some practitioners still see no value in the use of methodologies. This can be attributed to the issues experienced when implementing a methodology. The results also indicated a huge shift from traditional project management methodology to the agile approach with 80% of respondents wanting a project management methodology that ensures flexibility. This has implication for both institutions providing project management education and training as well as for people choosing project management as their career path. It is of no value for one to provide or possess skills that are not needed in the work environment. Based on the assessment of current practices suggestions were made has to what organisations should do to improve the effectiveness of project management methodologies, and the key factors that are to be considered.

- Description: Abstract: The role of communication in project management has been debated intensively for decades, and investigated from various perspectives in project management literature. Communication is identified as a requisite to success and its ineffectualness a contributing factor to the failure of many projects. While some researchers may have considered communication as a mere success factor in project management, others have identified communication as an important skill and a required competency for project managers. It appears that there is a need to establish contextual and empirical evidence on how communication impacts project performance. With the emergence of social medias as the most popular communication tool in existence at the moment, it has become extremely important to identify the best set of tools and techniques to be used for successful management of communication. This paper aims to investigate and evaluate the relationship between communication and project management performance. It explores some of the tools required for the successful management of communication, as well as the extent to which communication affects project outcomes. A quantitative research approach was used to gain insight into current communication practices in the project management industry.
