- Description: Abstract: There is a growing interest in the participatory governance in Africa, particularly the role of youth in the sustainability of democratic system of governance. The strength of democracy draws from popular consent and participation. Hence, the absence of citizens’ participation in its processes threatens its legitimacy and consolidation. The democratic system is popular due to its principles of fairness, equity, inclusiveness, negotiation, and rule of law. Thus, the restoration of democratic rule in Nigeria in 1999 rekindled the hopes and aspirations of its citizens for good governance after over 30 years of military rule. Since the return of the democratic governance, young people show apathy to democratic processes because they believe they have been tactically alienated from seeking the elective position due to the material requirements of contesting elections. Thus, this paper explores the effects of poor participation of youths in the democratic process in Nigeria and recommends ways through which young people can be effectively engaged for sustainable democratic system. The paper concludes that collaborative efforts of all stakeholders in democracy are necessary towards ensuring active youth participation in the democratic governance.

While several studies have been conducted on the impact of capacity building of industrial workers on productivity, few research exists on the university capacity building programme for school teachers.Thus, this paper explores capacity building initiative of the University of Zululand in the teaching of Economics at Ilembe district in South African schools. In this regard, quantitative investigation methodology was followed. A case study approach was adopted to gather data from respondents. Questionnaires were administered to elicit information from respondents. Data gathered from questionnaires were triangulated with information provided by document analysis so that conclusions could be made. The findings of this investigation revealed that there should be ongoing capacity building workshop for teachers of Economics in Grades 10, 11 and 12. The investigation further revealed that teachers’ qualifications in the subject must be improved by the KZNDBE Ilembe District.

At the centre of these changes lie skills mismatch and poor quality of graduates who have gone through Work Based Education (WBE) experience. This study was conducted on two campuses of one of the public TVET colleges in northern KwaZulu-Natal Province of South Africa. This mixed-method study used purposive sampling to identify the sample size of 21 participants, which comprised campus managers, senior lecturers and WBE champions. The findings revealed that the college management is failing to give necessary support to the implementers on the ground to carry out the WBE programme. Findings also revealed that the college management seems not to fully comprehend their role in enforcing compliance with the regulation guiding the WBE implementation. The need to strengthen ties with existing host employers and to recruit new host employers to address a serious shortage in graduate placement is evident. The study recommends that a clear vision for the implementation of WBE be prioritised and communicated to all stakeholders for effective implementation of the programme.

Women empowerment, a vital component of community development, is closely linked to the achievement of Sustainable Development Goal 5 in the United Nations Transforming our world: the 2030 Agenda for Sustainable Development which is geared toward achieving gender equality and empowering women and girls by the year 2030. While there is broad consensus about the importance of women empowerment for economic growth, scant attention is given to how community development principles inform community projects aimed at empowering women. Using a singlecase study research design, the article explores the extent to which principles of community development (such as self-help, self-growth, felt need, citizenship participation, self-reliance and self-direction) are employed by a Nigerian-based nongovernmental women’s organisation in empowering vulnerable and disadvantaged women in the rural context of Ondo State, Nigeria. A systematic document review of the organisation’s published bulletins, journal articles, annual reports and social media posts about its empowerment activities were analysed as part of the study. The case study shows that when women beneficiaries are actively and inextricably involved in the design and implementation of programmes intended to improve their livelihoods, the impact is exponential, and the results are achieved expeditiously. The article argues for community development programme planners and implementers to see women beneficiaries as active contributors and participants to their development instead of conceiving of them as passive recipients, and consumers of palliative interventions.

- Description: Abstract: South Africa is one of the few countries in the Sub-Saharan Africa that are making concerted efforts to attract international students to institutions of higher learning. However, an array of studies has revealed both pleasant and unpleasant experiences faced by international students while studying in South African institutions. This study explored the experiences of international postgraduate students studying at a University in the KwaZulu-Natal Province of South Africa. Qualitative research method was employed in the study. Data was collected from nineteen (19) international students currently registered for postgraduate studies in the university. The social learning theory was used to underpin the study in relation to the experiences of the international students while studying in South Africa. A questionnaire with open-ended questions was used to collect data from the participants. Data collected was analysed through thematic data analysis method which brought about construction of various themes which include acclimatisation, socialisation, academic terrain, and financial affordability, among others. Findings of the study revealed affordability of tuition, a conducive environment, adaptability, quality of education provided, amongst others, are experiences which incite international students migrate to study in the selected South African based university. However, securing funding is a major challenge to many of the participants. Based on the findings, therefore, the research study recommends the introduction of a special endowment fund by South African universities to attract the attention of prominent wealthy personalities within the continent. Such an endowment fund could be used to sponsor indigent students from Africa to study and conduct research in any of the South African universities.

This has affected different sectors in various walks of life: inclusive of education. People tend to continuously live in fear while seeking support from their governments. Conversely, governments and institutions of learning attempt to combat the pandemic by employing different strategies in order to help their citizens, however, foreign nationals in different countries seem to be left-out. Hence, this paper was targeted at examining the lived experiences of international students in developing nations during the COVID-19 pandemic. A review method was adopted for the study. Hence, relevant literature was reviewed. The findings of the study show that developing nations like the world have been badly hit by the outbreak of COVID-19 pandemic, and the effect tends to be more severe for international students as focus was more on the citizens than foreign nationals. Also, the increasing rate of the pandemic affected the operation of higher education institutions through the imposed closure of university residences which exposed many international students to undue hardship. The study therefore recommends that there is an urgent need for the institutions of higher learning in developing nations to rethink their policy on internalisation towards a better welfare structure for international students.

E-library, E-classroom, E-journals and other E-Learning platforms are germane to meeting the demand of the 21st century teaching and learning engagement in both conventional and distance learning based institutions. Survey research design was employed to carry out the study. Two hundred and thirty eighty (238) undergraduate students studying to obtain Bachelor of Education (B.Ed.) by distance were sampled from Ibadan Study Centre of the institution. The results from the survey revealed that electronic resources in different forms like radio, e-journals, e-books, and CD-ROM, among others, are available and accessible to the pre-service teacher trainees by distance. However, limited internet connectivity and inadequate access to electricity were shown as major factors constraining most of the respondents from accessing and utilizing the available electronic resources. The study further revealed that most of the pre-service teacher trainees sampled did not have sufficient I.T. knowledge and competence in accessing the available electronic resources and prefer contracting most of their online assignments out to cybercafé operators and peers with better IT skills. The study, therefore, recommended, among others, compulsory face-to-face ICT training on the techniques of accessing and using electronic resources for first year students undergoing initial teacher education programme by distance for them to acquire necessary skills and competencies required to access and use electronic resources.

- Description: Abstract: There is a growing international interest in ethical issues in research and the process by which it can be enhanced. Unlike in the past when research studies were conducted abruptly, almost all organisations and research institutes now have various mechanisms to ensure compliance with ethical standards and procedures. Adult and community education research in Nigeria continues to gain the attention of governments and Non-governmental organisations (NGOs) due to the need to improve the literacy rate among adult learners and out-of-school youths in the country. However, in many workshops and training involving academics and development workers, much of the discussions on ethical issues in data collection and research reportage are not given the necessary attention that it requires. This review paper explores the ethical issues in adult and community education research with a view to re-awakening the consciousness of adult education scholars and practitioners, both in Nigeria and on the continent of Africa, to rethink how research data and processes are managed, such that it conforms with best practices globally.

- Description: Abstract: Every nation adopts a political system that best suits its nature and context. Most heterogeneous states, including Nigeria, adopt federalism as a system of government. This system allows for the division of power and jurisdiction between the levels of government that make up the federation. Over time, it has been observed that Nigeria’s federalism is confronted with many issues that have triggered agitations and patriotic calls for a true practice of federalism by its citizenry. This study is aimed at highlighting the inherent flaws in the Nigerian federal system. Data were generated from official publications, reputable journals, newspapers, conference papers, and internet sources. These sources were augmented with direct observations from the practice of federalism in Nigeria. The content analysis method was used to analyse the data. The findings show that Nigeria is run on a single constitution, making the other tiers of government over-dependent on the federal government. These situations are contrary to what applies in true federalism. This paper recommends that Nigeria should have just two tiers of government: federal and state governments, each having a separate constitution. The federating units should control all the resources within their borders.

This review article seeks to address the potential of financing education in Africa through diaspora remittances, with special reference to Nigeria. It reviews the evidence that suggests “Diaspora Bonds” are a significant alternative source of domestic funding. Informed by the successful exploration of the patriotic devotion of large Indian and Israeli emigrant populations, the article critically evaluates the potentials and limitations of a Diaspora Bond Policy. Drawing on findings from recent studies on diaspora bonds, the paper recommends that the Nigerian government explore the option of Diaspora Bond towards meeting the country’s educational priorities in line with the Sustainable Development Goal 4. The paper also triggers the awareness of governments in African countries on the need to further explore alternative sources of funding for education and development of other critical sectors of the economy.

The thrust of this study is to track the trend of SDGs research in Nigeria. The bibliometrics technique was adopted to analyse journal articles on the SDGs by Nigerian authors, using the SCOPUS database. The findings revealed a scant growth of research publications on SDGs, especially within the first two years of its adoption (2015-2017). However, in the third year, there was an exponential growth in research publication output, which grew marginally thereafter. This implies that the SDGs have not been internalised among the populace and are largely missing in scholarly debates and policy discourse. The study recommends that special funding should be allocated for SDGs related research projects to actualize the seventeen SDGs in Nigeria.

- Description: Abstract : The study investigated the causes of poor quality learning experienced by undergraduate students in a South African university considering the implication of foreign practices on the learning abilities of the students. Survey research design was employed to carry out the study. The population of the study comprised undergraduate students and academic staff members of the selected institution. 400 undergraduate students and 8 academic staff members were randomly selected as sample for the study. Data analysis indicated that language of Instruction, high school education background of students, education policies and curriculum of the institution contribute to the poor academic performance of the sampled students. Based on the findings, the study recommends the decolonization and restructuring of the type of education being offered to students in African universities and partnership between universities and corporate establishments to enhance productivity and innovation, as well as meeting the Sustainable Development Goals (SDGs) in Africa.
