Abstract

Corruption remains a significant challenge in local governance, undermining public trust and hindering socio-economic development. This study explores the role of lack of accountability as a catalyst for corruption within the Ekurhuleni Municipality, a key metropolitan area in South Africa. Despite the presence of legal and institutional frameworks designed to promote good governance, persistent allegations of financial mismanagement, irregular procurement processes, and unethical conduct indicate systemic weaknesses in accountability mechanisms. Using a qualitative approach, this research examines how weak oversight, inadequate enforcement of regulations, and limited public participation contribute to corruption within municipal operations. The study draws on case studies, policy analysis, and interviews with key stakeholders, including government officials, civil society representatives, and residents. It highlights the ways in which corruption affects service delivery, financial stability, and overall governance efficiency in Ekurhuleni Municipality. Findings suggest that a culture of impunity, political interference, and lack of transparency exacerbate corruption, leading to resource misallocation and poor service delivery. The study underscores the urgent need for strengthened accountability measures, such as enhanced public oversight, stricter enforcement of anti-corruption laws, and greater citizen engagement in municipal affairs. By shedding light on these issues, this research contributes to the ongoing discourse on public sector ethics and governance in South Africa. The study recommends policy interventions and practical solutions aimed at fostering a culture of accountability, improving institutional integrity, and restoring public confidence in local governance. Addressing these concerns is crucial to ensuring sustainable development and equitable service delivery within the Ekurhuleni Municipality.
