Abstract
This study thoroughly examines the difficulties in providing bulk water services in Dr. Ruth Segomotsi Mompati district municipality in the North West Province, with the end goal of giving comprehensive suggestions for operational and strategic improvements. The study adopted a qualitative research approach, employing semistructured interviews for gathering data from officials of various municipalities responsible for overseeing infrastructure within the geographical confines of the municipalities they serve. The findings identified themes indicative of the focus areas contributing to the bulk water services delivery challenges. These emphasized the importance of fostering a collaborative work environment, thus promoting organizational learning, and implementing effective change management to elevate service delivery standards. It identifies the necessity for heightened operational efficiency and advocates for a cultural shift within municipal operations. Strategic planning, marked by the creation and regular refinement of master plans, is highlighted alongside the implementation of robust project management practices. The study emphasizes the critical need for synchronizing municipal planning processes with statutory requirements and the changing demands of the local community. The research advocates for a flexible and responsive approach to master planning, which is indispensable for adapting to shifts in administrative frameworks and community needs. The study recommends the development of a dynamic master plan for water services, one that is regularly reviewed and updated to reflect the evolving legislative landscape and community priorities. It also suggests that municipal authorities should ensure that the planning process remains inclusive and responsive to the residents' needs. Furthermore, training and capacity‐building initiatives for municipal officials could be instrumental in enhancing their ability to adapt to these changing demands and legislative environments.

Resumen
Este estudio examina a fondo las dificultades para brindar servicios de agua a granel en el municipio del distrito Dr. Ruth Segomotsi Mompati en la provincia del Noroeste, con el objetivo final de producir sugerencias integrales para mejoras operativas y estratégicas. El estudio adoptó un enfoque de investigación cualitativa, empleando entrevistas semiestructuradas para recopilar datos de funcionarios de varios municipios que son responsables de supervisar la infraestructura dentro de los límites geográficos de los municipios a los que sirven. Los hallazgos identificaron temas que son indicativos de las áreas de enfoque que contribuyen a los desafíos de la prestación de servicios de agua a granel. Estos enfatizaron la importancia de fomentar un ambiente de trabajo colaborativo, promover el aprendizaje organizacional e implementar una gestión eficaz del cambio para elevar los estándares de prestación de servicios. Identifica la necesidad de una mayor eficiencia operativa y aboga por un cambio cultural dentro de las operaciones municipales. La planificación estratégica, marcada por la creación y el perfeccionamiento periódico de planes maestros, se destaca junto con la implementación de prácticas sólidas de gestión de proyectos. El estudio enfatiza la necesidad crítica de sincronizar los procesos de planificación municipal con los requisitos legales y las demandas cambiantes de la comunidad local. La investigación aboga por un enfoque flexible y receptivo de la planificación maestra, que es indispensable para adaptarse a los cambios en los marcos administrativos y las necesidades de la comunidad. El estudio recomienda el desarrollo de un plan maestro dinámico para los servicios de agua, uno que se revise y actualice periódicamente para reflejar la evolución del panorama legislativo y las prioridades de la comunidad. También sugiere que las autoridades municipales deberían garantizar que el proceso de planificación siga siendo inclusivo y responda a las necesidades de los residentes. Además, las iniciativas de capacitación y desarrollo de capacidades para los funcionarios municipales podrían ser fundamentales para mejorar su capacidad de adaptarse a estas demandas y entornos legislativos cambiantes.
