Understanding the causes and consequences of intra-gender discrimination in government : exploring the Queen Bee Phenomenon

This study investigates the dynamics of intra-gender discrimination among women in South Africa’s public sector, with a particular focus on the manifestation of the Queen Bee phenomenon. Drawing on qualitative data from women employed at national government level, the research explores how patriarchal organisational cultures, internalised misogyny, and socio-political hierarchies intersect to shape hostile relationships among women. The findings reveal that women in positions of power often reproduce the same discrimination that once marginalised them. They employ tactics such as manipulation, gaslighting, strategic isolation, and the deliberate erosion of confidence among subordinates to gain power. These behaviours reflect broader systemic conditions that normalise competition for limited positions and acceptance. The study argues that the Queen Bee phenomenon is both a symptom and a reinforcement of patriarchal organisational structures, leading to reduced institutional trust and the entrenchment of gender inequality. By highlighting these patterns, the research contributes to a deeper understanding of gendered power relations within bureaucratic contexts and underscores the need for more transformative, inclusive leadership cultures within public institutions.
