Abstract
Protests over service delivery became more frequent and widespread over the past decade, indicating that the democratic government was headed toward political instability, conflict, and unrest. In this regard, South Africa is seen as being headed toward a path of marginalised group deprivation, exclusion, and inequality. Protests against the delivery of services in local government have been sparked by citizens' unfulfilled expectations and the ensuing fallout. Municipal service delivery has been moving at a snail's pace, despite government efforts to provide citizens with essential services. The government has faced difficulties as a result of the demonstrations against the provision of services, which have resulted in political disputes that have turned violent, economic disruptions, injuries and property damage, as well as the killings and burning of municipal officials and their properties
The study investigates the connection between public engagement and service provision within the City of Johannesburg Municipality, particularly focusing on waste removal and roads services as identified to be the biggest inadequate service provided by the government for many years. It was identified that public participation when well-practiced it enhance the level of satisfaction amongst residents due to an increase in service delivery. Public Participation supports the Integrated Development Plan using economic sustainability strategies, public participation was included into the study to show on transformation, long-term stability and economic development can be achieved. Two theories, Public Value and Relative Deprivation were used to better under the challenge of inadequate service delivery faced by the residents within the City of Johannesburg Metropolitan municipality, the theories proved the lack of accountability and poor administration within today’s government.
The difficulty with inadequate service provision has been evident across the entire globe through different surveys and studies that have been conducted. However, this study focused on insufficient service delivery, particularly waste removal, and roads within the City of Johannesburg Metropolitan Municipality. Furthermore, the general background on waste removal and roads was outlined together with possible solutions to this social variable that has affected most citizens for decades.
