South Africa introduced a radical change to education when the South African
Qualifications Authority (SAQA) Act was passed in 1995 (Act No. 58 of 1995). This act
established the National Qualification Authority (NQF) and the implementation of
outcomes-based education (OBE) in schools and recently in higher education. The
education system has been in need of change because of what has happened in the past.
Not only that, the country is in need of a population that requires skills both operationally
and intellectually. What better way than to introduce learners to a system where they have
to think and learn and participate rather than being lectured to by an educator.
The Food and Beverage (F&B) Management Department at the Technikon Witwatersrand
(TWR) introduced outcomes-based education once the new curriculum was submitted to
the relevant authorities. Continuous assessment (CASS) is an integral part of OBE and this
was implemented in the F&B Management Department in 2002. It was necessary to
establish how successful these strategies were and what problems were being
experienced.
