Abstract
The aim of this study was to investigate the perceptions of the community of
Diepkloof towards the Expanded Social Package (ESP) in the City of Johannesburg.
Since inception of the programme, it has struggled with low registration numbers.
The researcher explored and described reasons that contribute to the low
participation rate of the community of Diepkloof in the ESP programme. A stratified
random sample method was utilised to select 10 participants who are registered on
the ESP programme. A purposeful sampling method was utilised to select 10
unregistered participants. A qualitative methodology, in the form of focus group
interviews, was used to obtain information from the 20 participants. A focus group
approach promoted participation and enabled participants to share information and
develop ideas among themselves (De Vos, 2005). The participants were members of
the community of Diepkloof selected according to age; registration on the ESP
programme; qualifying but not registered on the ESP programme; and knowledge of
the ESP programme, but still not registered. The main finding from participants not
registered on the ESP programme was the lack of knowledge about the programme
and that the programme was irrelevant to the needs and gaps in the community.
Findings from the participants registered on the programme show that they have
given up on re-registering due to the lack of call backs from the CVs referred for
employment opportunities. The registered participants also mentioned the lack of
understanding on benefits allocated especially on water and electricity and being
faced with City officials who also cannot explain the benefits allocated. The study
recommends that the City of Johannesburg implements a full scale community
participation strategy as part of improving and refining community development
programmes as community participation can be an effective tool for needs
assessment in order to design appropriate interventions. Furthermore the
programme requires a review in order to be aligned to the needs of the community
and be inclusive to all those classified as indigent.
