South Africa’s innovation strategy, 1994-2024 : comparative insights from China

Abstract

This study investigates the role of innovation systems in advancing South Africa's developmental state aspirations, using China's National Systems of Innovation (NSI) as a comparative benchmark. Amid persistent socio-economic challenges such as unemployment, inequality, and structural economic constraints, South Africa’s innovation ecosystem strives to transition from a resource-based to a knowledge-driven economy but faces significant systemic and funding limitations. The core question to be investigated is how South Africa employs its NSI to promote inclusive economic growth and what lessons can be drawn from China’s successful innovation-led industrialization. Employing a qualitative comparative case study methodology grounded in the National Systems of Innovation theoretical framework, the research conducts a thematic analysis of a wide range of secondary data sources, including government policy documents, innovation indicators, and scholarly literature. This approach calls for a comprehensive examination of policy frameworks, institutional arrangements, innovation inputs and outputs, and systemic challenges. The study finds South Africa’s innovation system constrained by underinvestment in research and development, especially from the private sector, skills shortages in كScience and Technology Engineering and Mathematics (STEM) fields, an interdisciplinary field critical for incremental, disruptive, architectural and radical innovation and providing scientific and technological skills, and the fragmented implementation of policy. In contrast, China demonstrates sustained high-level investment, strong state coordination, well-integrated institutional networks, and robust innovation outputs, including world-leading patent filings and scientific publications. While South Africa excels in inclusive policy intentions and some sectoral innovation activities, it falls short in translating inputs into transformative outputs, highlighting a gap between aspiration and delivery. The study concludes that South Africa’s NSI requires enhanced policy coherence, increased and sustained R&D investment, improved human capital development, and stronger public-private partnerships to realise its developmental state goals. Drawing on China’s experience, the strategic prioritisation of indigenous innovation, stable long-term policy direction, and leveraging industrial clusters, including Special Economic Zones, is recommended to accelerate South Africa’s innovation ecosystem maturity.
