Abstract
This study was conducted to evaluate and assess the position of Manka C10 community council with regard to project performance; and how it could be assisted to enhance its project performance. It was therefore imperative that the council be assessed and evaluated if they carried out their developmental projects within proper project management framework.
The literature review investigated integrated development planning and critical factors that may affect the project performance, amongst others. The literature review therefore revealed that although the integrated development planning is a guiding tool to the success of the municipality projects, in the case of RSA, it still needs the know-how of the project manager. It was also revealed that conventional factors of time, cost and quality are still very predominant in determining the performance of the projects. Furthermore, the organizational structure and culture had been hailed as factors that may impact on the performance of projects.
A questionnaire survey, case investigation into projects documents and interviews were conducted independently to collect data. The questionnaire was distributed to 21 members of the Manka C10 community council, four water projects documents were selected and investigated and two managers, being Chairman of the council and administrative secretary were interviewed on the basis of informational gaps that were seen from the questionnaire responses and projects documents, as a way to increase the validity of the findings.
It was gathered that the council was not generally applying project management techniques when undertaking their community development projects, and as such it was not easy to establish how they dealt with project performance. It is therefore advisable that the council be set on a proper path to engage in proper project management framework as a long term strategy to enhance its projects performance
However, apart from technical issues, it appeared that budget delay and limitation were the main causes of their low rate of development. It can be concluded that Manka C10 community council needs resources especially funds and a well-functioning support system to keep it in a right developmental path.
