Abstract
Africa’s urban shift, accelerated by the Fourth Industrial Revolution and digital technologies like Artificial Intelligence (AI), Big Data, and the Internet of Things (IoT), is fundamentally changing the role of architects. In cities like Johannesburg and Kampala—where historic inequalities persist—Smart City initiatives are sites of both opportunity and ethical dilemma. Today’s architects must expand their expertise beyond traditional practice, fusing spatial design with digital skills, systems thinking, and a commitment to inclusion. This research compares how Smart City frameworks are conceived and implemented in Johannesburg and Kampala, using socio-technical and African Urbanism theories and how these influence architectural practice. The study employs qualitative analysis, including policy review and thirty-four interviews with professionals and city leaders engaged in key smart urban projects. Findings show a contrast: Johannesburg follows a data-driven, infrastructural model with lingering social divides, while Kampala prioritizes adaptable, participatory approaches rooted in local context and grassroots innovation. In both settings, successful architects demonstrate a hybrid skill set: they balance technological competence with cultural empathy and ethical oversight, acting as mediators between digital systems and human community needs. The study advocates for collaborative “living labs” that unite universities, municipal actors, and neighborhoods, enabling co-designed solutions to Africa’s urban challenges. Ultimately, it argues that effective Smart Cities are not about pure technological efficiency but about harnessing collective intelligence to build urban justice and resilience, envisioning African cities as adaptive, inclusive living systems.
