Abstract

The research problem covers one aspect of a group research programme setting out to
determine the perceptions of governing bodies on the functions all governing bodies of
public schools must execute according to South African Schools Act 84 of 1996.
The specific problem of this mini-dissertation is:
How do governing bodies perceive the following function:
"20(1) Subject to this Act, the governing body of a public school must promote the best
interest of the school and strive to ensure its development through the provision of quality
education for all learners at the school."
In view of the subquestions related to the central problem, the research problem can be
summarized by means of the following questions:
What are the essential aspects of this function?
Can guidelines for a training module in respect of this function be developed?
To what extent do governing bodies accept ownership of this function?
Taking into account the problem statement and the aim of the project, research
methodology techniques to be utilized in this study will be discussed.
