Navigating educational policy implementation : challenges, impacts, and support strategies for education leaders in Sekhukhune east district

Abstract

This research examined the problems educational leaders face when they implement educational policies within the Sekhukhune East District of Limpopo in South Africa. There is still a communication gap between the making of the policies and their implementation in schools, despite the establishment of radically new national and provincial policies to enhance access, quality, and equity in education. This research paper employed a qualitative research design but in an interpretivist paradigm in order to understand the way principals, heads of departments, teachers and district officials experience and react to the implementation of policies in resource constrained rural settings. The size of the purposive sample was eleven participants including three principals, three heads of department, three subject educators and two district officials. The semi-structured interviews were the source of data collection and the thematic analysis was done to determine recurring patterns and meanings. Results indicated that implementation of the policies is negated by the fact that resources are always scarce, the infrastructure is insufficient, the training is not effective, the bureaucracy lacks efficiency and the stakeholders are not fully engaged. The policy practice gap is further worsened by leadership capacity constraints, socio-economic problems, and lack of communication between schools and district offices. Nonetheless, the participants showed their resilience using methods like collaborative leadership, interaction with the community, and continuous professional growth to overcome these challenges. The research findings conclude that effective application of policies in rural settings will need enhanced leadership, proper allocation of resources, enhancing communication systems, and stand-alone policy platforms. It suggests focused professional growth of school administrators, involvement rule, and long-term assistance by the Department of Education to match the policy aims with the actualities of education in rural schools.
