Abstract
This research deeply discusses the role of Local Government mainly local municipalities on their role and power to monitor and implement the National Development Plan goals. The research firstly touches on the background of the NDP which dates back in 2010 by the creation of the National Planning Commission where the foundation and vision of the NDP2030 flourished. The research further discusses related literature review from previous academic scholar’s infrastructure development and project implementation subjects, and tries to connect and align the literatures to check a void that was missed in previous scholars, to be able to establish a thoroughly academic research that is deeply investigated with facts.
The research further expands on the key concepts to be used in deeply understanding the role of local municipalities in promoting development and sustainability in rural areas such as Waterberg and Victor Khanye with key concepts such as Project Implementation, Local Economic Development and Integrated Development Planning which are key concepts that drives the efficiency of local municipalities towards serving the communities with better, planned and improved service delivery. The conceptualization of the terminologies in this research guides the analysis and development of the research and helps to understand and clarify the research problem by connecting different ideas.
The research further discusses the analyzation of the local municipalities role towards the implementation of the NDP goals in rural areas, as an act to check the relationship between the local municipalities and rural communities in relations to development and sustainability. It provides an overview of the two named municipalities and the socioeconomic challenges they facing, that the municipalities ignored towards the needs of the community.
It further discusses the favourable implementation relationship between local municipalities and their communities, which shows a big partnership of working collaboratively in achieving the NDP goals through implementation in local government.
On the findings, the dissertation has discovered that the implementation of the NDP in these two municipalities is not efficient as the living conditions have not improved since the introduction of the NDP in 2009. The paper has also discovered that a Private-Public Partnership must be formed as an essential component to implement some of the policies of the NDP, in growing and developing rural areas.

In conclusion, the paper successfully covers the key aspects in research which includes an introduction and background, literature review, conceptual framework, NDP key engagements and conclusion. The dissertation further covered the challenges/failures and the successes of the implementation of NDP by local government, which emphasized the importance of NDP in developing underdeveloped areas such as villages and townships. The dissertation also covers the challenges that have led to only 4 chapters being attended out of the 15 in the National Development Plan.
