Abstract
In this modern digital age, government departments are adopting digital platforms to serve citizens better and improve socio-economic dynamics. However, the opportunities of the digital age are not without challenges, and cybercrime being the most significant. The South African government consists of 157 departments, which hold a vast amount of sensitive information. These departments are essential service providers, consequently when hit by cybercrime the essential services and citizens are severely impacted. Cybercrime compromises department operations, security, and public trust. This discussion explores the multifaceted nature of cyber threats targeting government departments. It examines the preventative measures to secure government systems and mitigate the potentially catastrophic impact. The South African government has made significant steps in adopting digital platforms to improve public service delivery.
However, digital transformation has its challenges, which include systematic vulnerabilities, lack of inter-departmental coordination, and resource constraints, compounded by growing regulatory and compliance demands. This analysis further explores South Africa’s current legal frameworks, such as the Cybercrimes Act, the Protection of Personal Information Act, and the Critical Infrastructure Protection Act, in mitigating the impact of cybercrime on government departments. Bold recommendations are made, including transferring the Cybersecurity Hub’s responsibilities from the Department of Communication and Digital Technologies to the Information Regulator, thereby centralising Data Protection and Cybersecurity oversight.
Key recommendations include an emphasis on legislative reform, capacity building, public-private collaboration, and proactive resilience measures. This discussion highlights the socio-economic implications of cybercrime, stressing the urgent need for a cultural shift towards cybersecurity awareness and accountability in government operations. Ultimately, this discussion calls for a transformative approach to

cybersecurity governance, leveraging innovative models and unprecedented measures to protect government departments and thus enhance South Africa’s resilience to cybercrime.
