Eskom as a state owned utility is a leading public spender in South Africa and most of the capital is spent on refurbishment and new infrastructure, which will advance power utility to generate and transmit enough electricity to South Africa and meet supply agreement with neighbouring countries. It is essential for Eskom to complete above mentioned infrastructure within definite triple constraint (cost, time and quality) and minimizing risks associated with the construction project. They need to deploy world class methodology to procure effective service and minimize risks of cost overrun. In that context, elements in construction procurement system process need to be improved to encounter the modern way of procuring service. The aim of the research is to develop a method to classify the important key factors for selection of procurement system considers constructor’s perspective. Furthermore, identify the most common factors for failure of procurement system. Eskom need to deploy procurement system that will align with South African Constitution and help to progress growth of the country’s economy. The study proves that Eskom uses only Balanced Scorecard (BSC), and that limits the evaluation process. The research discovered that Eskom’s actual practice is based on the traditional methodologies of procuring services. The research has compare Eskom’s practice with one of the best practices in construction procurement system. There are various approaches of procuring services and each with different outcome. Procurement system is all about weighing different options to build effective and efficient system. Frameworks of procurement process and various options will be considered when comes to achieve client objectives. In this research, mixed methods design was followed, which involves the combination of qualitative and quantitative data collection. The data was analyzed using qualitative, quantitative which were compared using coding and categorizing; interpretation and thematic analysis.
