Abstract
The saying, “information is the new oil of the 21st century” is more evident today than ever before. The public sector produces a vast amount of data that becomes the bedrock for the information required for decision-making activities. Information is an important quality for all public sector organisations globally and this is highlighted by the significant investment in information systems for the output required for decision-making activities.
To be successful, the public sector requires successful information systems to transform the available data into the important information required for decision-making activities. As a value chain, these systems are mandatory for the information required to be successful. The public sector is dependent on successful information systems value chains for well-informed decisions intended to benefit the citizens in line with the United Nation’s Sustainable Development Goal 8, by 2030. Thus, many resources are directed towards the information systems value chains in operation that serve as a source for decision-making activities in a setting that enables sustainable economic growth and decent job creation.
As such, in the research study a case study in a public sector organisation was used with qualitative methods for the interviews as the instrument to gather the insights and understanding essential for the research study. To achieve the goal and objectives of the research study, the aim of this project was to better understand the attributes and critical success factors of a successful information system value chain in public sector organisations. The effect of these factors on successful systems was also determined.
The research study found that successful information systems value chains in public sector organisations should consist of the 15 attributes and should realise the seven critical success factors confirmed by the participants in the research study. Similarly, five underlying themes came to light. These themes serve as the minimum requirements that must be in place and as input for the framework for successful information systems value chains in public sector organisations. The framework is the benchmark for the successful implementation and usage of information systems value chains in public sector organisations as recommended.
