A historical and functional systems analysis indicated
that the core problem of the traditional apprenticeship
system was related to the norm-referenced approach of
conventional instruction. A criterion-referenced
learning systems approach for practical industrial
training was formulated, developed empirically in the
practical training of apprentice fitters, and validated
as a 'Learning Objectives' (LBO) system.
evaluating the traditional apprenticeship system against
the LBO system's criteria for functional and learning
effectiveness, positive changes for the revision of the
system were recommended.
