Abstract
Most ANSPs in the world are state monopolies. In recent years, the aviation ANSP sector has gone through a phase of liberalization and commercialization. The liberalization process was an attempt to create open and fair competition within the industry. Industry regulators believed that fair and open competition would improve the efficiency of the industry. However, monopoly companies do not appreciate open completion and prefer to maintain the status quo.
The PMO is a concept that researchers agree, if implemented properly, can help companies remain competitive through their organisational projects. However, about 75% of PMOs are not implemented correctly, resulting in the PMO being discontinued within 2 years of its introduction. To gain further insight into what challenges may be encountered in implementing a PMO that may lead to its discontinuation in an ANSP. A qualitative case study was conducted at a South African ANSP to highlight these challenges and suggest some factors that can be used to minimize the impact of these challenges. The researcher used an abductive research approach for the study where two types of data were collected, the primary data were collected through semi-structured interviews. A thematic approach was used to analyse the data, grouping the data into themes based on the participants' responses. Purposive sampling was used to select participants to ensure that the selected participants could contribute to the research. A total of 8 interviews were conducted. Secondary data was collected from the intranet archive documents of the knowledge management department to validate the interview responses.
The findings reveal that the challenges were lack of senior management support, lack of PMO expertise within the organisation, rigid organisational culture, poor communication, inadequate planning due to lack of time, and lack of maturity evaluation of organisational project management in deciding the scope and position of the PMO. In addition, these factors were also identified in the study as mitigating factors to minimize the impact, awareness training, experience in the PMO environment, change management, improvement in communication, outsourcing PMO and promotion of project management culture.
