Abstract
The purpose of this research was to gain insight into and to suggest suitable best practices for gas-to-power (G2P) policy implementation in South Africa. This dissertation therefore highlights the necessity of policy implementation in terms of policy development. Democratic countries are strengthened by the existence and implementation of public policies. The mere existence of public policies is not, however, sufficient to address policy problems. The Integrated Resource Plan (IRP) is a plan that guides South Africa’s energy governance objectives and seeks to achieve energy security. It informs the implementation of the G2P programme in South Africa. The IRP identifies G2P as an alternative energy source that should prompt and promote sustainable energy and clean energy, diversify the energy mix, and contribute to the reduction of the carbon footprint. However, the IRP is very limited in terms of making provision for implementation guidelines or practices. This study therefore sought to address this problem by raising the following primary research question: What are the variables that influence effective policy implementation for G2P in South Africa, and which best practices can be applied to improve implementation?...
