Abstract
The study assessed the performance management system (PMS) in South African municipalities. Introducing a performance management system in local governments has become an international standard practice. As a result, the comprehensive redesign of the framework for carrying out performance management has undergone a thorough makeover. The study used a qualitative approach to review literature and documentation and compile information regarding challenges hampering the effective implementation of performance management system in the South African context. The study found that these challenges are related to inadequate human resource management, insufficient financial management, and lack of legislative frameworks, to state a few. Notably, recommendations for improvement are offered based on the study.
