Abstract
South Africa is one of the countries which signed the Kyoto Protocol and the Millennium Development Goals (MDGs). For the country, this means that it always has to adhere to the targets and goals set by the Kyoto Protocol. One of the biggest challenges that the country faces in this regard is to live up to the standards as set out by the two, that is, reducing greenhouse gas emissions, and meeting the targets of the MDGs, especially Goal 11 which talks about making cities inclusive, safe, resilient and sustainable. What this goal, together with other MDGs strives for is that every human settlement project being developed should adhere to these targets. The challenge that most municipalities have in terms of these MDGs is how they should go about achieving such a state whilst at the same time having to reduce the exacerbating housing challenges within its jurisdiction. Being one of the municipalities which incorporated social housing into their human settlements sector, the Ekurhuleni Metropolitan Municipality houses over a thousand tenants. However, the extent to which these social houses are sustainable is not known. ..
