Skills development initiatives are key drivers in addressing poverty reduction. These initiatives improve employability, productivity and help sustainable businesses in developmental goals and inclusive growth. Frameworks and policies drawn upon skills development initiatives should address the levels of development and the needs and requirements of various sectors. Besides this, skills policy should focus on improving access to training, as well as on the quality and relevance of training for the different segments and sectors where the local economy has a comparative advantage. It is the aim of this study to assess the effectiveness of the Emfuleni local economic development strategy through skills development.
A qualitative approach was adopted, using primary and secondary data. Data was collected by means of in-depth interviews and the use of document analysis to yield information regarding the issue of skills shortage in the area. Data was analysed by means of thematic analysis through the usage of post coding of themes.
The findings revealed that the factors that lead to the effectiveness of skills development initiatives are the formation of partnerships with different external and internal stakeholders, public-private cooperation, as well as the ability to attract investment opportunities. Skills development centres and training offered to the residents, especially those in local businesses; also, played a critical role, as it is imperative that the local businesses are taught about the importance of training and the triple effects it has on their performance and effectively performing their expected duties.
