Abstract
This study was premised on building ample capacity for the 4IR in South African municipalities. The study was qualitative and explored challenges emerging from empirical data analysis that impede the effectiveness of 4IR capacity realisation in the CoE, which have been established on an array of fronts. These include the poor skills development focus of the municipality, in which some of the training being offered is way off the radar of the 4IR. Empirical evidence suggests the absence of enthusiasm among those tasked with leading 4IR capacity-building, which affects the conceptualisation and execution of any capacity-building programmes. Based on the findings, the study proposes an analytical framework titled the “Analytical Framework for 4IR Capacity-Building in Municipalities.” The idea of this framework is based on the need for municipal entities in the Republic to build and sustain capacity in a multipronged approach. Such a holistic focus includes the various equally and critically important spectrums for local government 4IR-inclined public services delivery.
