Abstract

Integrating global smart technologies with sustainable local practices is essential for the development of smart cities within the Fourth Industrial Revolution (4IR). Therefore, this research examines perceptions, attitudes, and readiness for smart cities in Tshwane, with a focus on operational factors within the Fourth Industrial Revolution. The research employed data collection methods and incorporated quantitative and qualitative analyses of smart, sustainable city initiatives in Tshwane with the objective of developing a framework to operationalise smart city effectiveness in 4IR settings. Random and purposive sampling technique were employed for the quantitative and qualitative phases respectively. Survey results indicate optimism among Tshwane citizens regarding the smart city concept, encompassing economic, social, governance, mobility, environmental, and quality of life dimensions. The analyses reveal a developmental context that is inadequately supported by projects aimed at achieving smart city status. The components of operationalisation within the Fourth Industrial Revolution (4IR) illustrate the interconnectedness of digital infrastructure with smart economies, people, governance, mobility, environments, and living, highlighting their role in adaptable human capital, transparent governance, efficient transportation, and sustainable resource management. The findings indicate governance issues, particularly regarding equity and benefit distribution within smart city initiatives, challenging assumptions of favourable administrative outcomes. Moreover, security and privacy emerge as critical concerns associated with smart living. The analyses show that residents' readiness and perception of smart people predict four smart city outcomes, with readiness influencing smart living and smart people affecting the smart economy (β = 0.526, p < 0.001). Moreover, the qualitative analysis highlight communication, data, technology, community transparency, governance, and policies to suggest that Tshwane's transition into a smart city is human-centred, relying on collaborative effort to drive technological integration for an efficient and sustainable urban future. The limitation to the study arises from the fact the qualitative phase of its mixed method design is highly interpretative and subjective. They study advocates policy outcomes that supports collaborative initiatives and new approaches laying emphasis on merging smart technology, social and environmental components in producing sustainable towns.
