Abstract
Ghana is among the many countries globally where homeland security is a major concern due to the growing importance of efficient administration of security activities. The integrated framework presented in this study is intended to improve Ghana’s homeland security operations management. To reduce security risks, maintain public safety, and safeguard national assets, the framework is a thorough strategy that uses technology, intelligence, and cooperative tactics. It is against this background that the aim of this study sought to explore and develop an integrated homeland security operations management framework. This framework would ease/facilitate? and sustain the implementation of an effective homeland security operation. To accomplish this aim, the qualitative technique was adopted with the use of an extensive review of literature supported by structured interview surveys that were analyzed using context analysis. Perceptions of the personnel from the security agencies such as the Ghana Armed Forces, Ghana Police Service and the Ghana Immigration Services were solicited. Findings from the literature revealed that homeland security impacts on the country and has both economic and social significance. The interview survey also revealed that for successful homeland security operations management to be achieved, a coordinated effort is required among government security agencies regarding training, information delivery, and even allocation of resources. The interview also brought to light that, fostering a strong engagement between security and the community helps builds sound collaboration and trust that encourage citizens to relay information to the security agencies, thereby enhancing security efficacy. The study found that continuous training and skill development of security personnel would ensure well-equipped and prepared security forces ready to respond to various threats within and outside the country. The study contributes to the body of knowledge by developing an integrated homeland security operations management framework within the Ghanaian context. The developed framework has new constructs referred to as the gap, namely the community engagement and external controls. The recommendations provided by this study were grouped into three distinct segments, namely methodical, theoretical and practical.
