Abstract
The main purpose of this study is to explore paradigm shift from traditional urban and local government administration to e-governance in Sub Saharan Africa (SSA). Through an efficient e-governance system, the urban and local administration increases the amount and quality of information and services delivered to local stakeholders by using tools of e-governance such as internet of things (IOT) in a simple, economical, and productive way. The objective for this study is to 1) determine the challenges that exists in the adoption and implementation of e-governance in SSA 2) to assess the key drivers prompting the transition from traditional urban and local government administration to e-governance in SSA and 3) to develop a framework of shifting from traditional urban and local government administration to e-governance in SSA. In this study, systematic literature review approach was used. PRISMA framework was applied to perform systematic review analysis. Scopus database was used to search for appropriate journal, books and conference sources. Major finding of this study was that local authorities in SSA still lagged in e-governance. The study has also witnessed a significant shift from traditional urban administration to e-governance in urban areas in metropolitan municipalities in improving the effectiveness and efficiency in delivering services to their citizenry. This is courtesy of the emerging digital age which has opened avenues for the enhancement of urban and local authorities' administrative conventional activities. This study therefore provides some insights in explaining the prevalence of service provision challenges in local authorities. The development of an e-governance framework is therefore recommended in this study in promoting the shifting from traditional urban and local government administration to e-governance in SSA.
